- Fund transfers;
- Consultant selection;
- CEQA process related to capital outlay;
- Design document development;
- Scope and scope changes;
- Public Works Board approval;
- Working drawing phase;
- Construction document development;
- Approvals (SMF, AC, OSHPD, etc.), DOF approval to bid;
- Bidding phase, bid process;
- Award process;
- Construction phase; and
- Augmentations
